Council Meeting

THAT the Council meeting of March 3, 2015 be called to order at 6:33 p.m.

THAT Council approves the minutes of the Committee of the Whole meeting held February 7, 2015.

THAT Council approves the minutes of the Council meeting held February 17, 2015.

THAT Council increase the base firefighter honorarium for calls and training from $30.00 to $35.00 effective January 1, 2015. AND THAT this rate be adjusted on a regular basis at the same increment as negotiated for the Township's bargaining unit commencing January 1, 2016

THAT Council increase the recreation committee member's honorarium for attendance at meetings from $25.00 to $30.00 effective January 1, 2015. AND THAT this rate be adjusted on a regular basis at the same increment as negotiated for the Township's bargaining unit commencing January 1, 2016.

THAT Council receives for information the Accounts Payable and Payroll Listing dated March 3, 2015 in the amount of $2,535,904.18.

THAT Council receives the Planning Report dated February 26, 2015 regarding a possible encroachment agreement and provide direction to staff.

THAT Council approve the proposal submitted by Brendar Environmental Inc. for RFP PW P01-2015, Operations of the Township of South Frontenac Household Hazardous Waste Facility and Transportation, Processing and Disposal of the Hazardous Waste for the period of April 2, 2015 to March 31, 2017.

THAT Council approve the extension of the existing contract with Morven Construction for Phase II of the Partial Capping at the Portland Waste Disposal Site not to exceed $250,000.00.

THAT Council approves the bid of Smiths Construction Company for the Tender PW-2015-01, 2015 Surface Treatment Program in the amount of $1,331,910.04 including all applicable taxes.

THAT Council approve the submission from Tallman Truck Centre, for Tender PW-2015-02, tandem dump truck complete with Snowplow Equipment, in the amount of $237,157.74 plus HST.

T HAT Council approve the bid of Cruickshank Construction Limited for the Reconstruction of Yarker Road, within the Township of South Frontenac from Camden Portland Boundary Road to Bracken Road in the amount of $1.216.911.50 plus HST: AND THAT Council approve $78,000.00 plus HST for the installation of guiderails through the Lennox & Addington Guide Rail Contract and $80,000.00 plus HST for Contract Administration; AND THAT Council defer the Salmon Lake Culvert construction and reallocate $400,000.00 from this budget line to the Yarker Road Project.

THAT Council award a three year contract with an option to renew for two additional years, effective March 1, 2015, to Frontenac Municipal Law Enforcement Inc.

McDougall THAT the following by-laws be given first and second reading: • By-law 2015-12 • By-law 2015-13

McDougall THAT By-law 2015-12, being a by-law to amend By-law 2000-85, the Official Plan fo the Township of South Frontenac, as amended, to change the text of the plan to specify that development may occur at 150 metres of a quarry and to amend the land use schedule to allow an existing quarry to expand in area: Part Lot 17, Concession VI, Portland District, be given third reading, signed and sealed.

McDougall THAT Council move in to "closed session" to discuss the sale of property.

THAT Council move out of the "closed session".

That Council rise and report in open session and approve the offer received and authorize the CAO and Mayor to execute the Agreement of purchase and sale for the property under Roll # 1029-060-020-02400 located at 4047 Perth Road.

THAT By-law 2015-14, being a by-law to confirm generally previous actions of the Council of the Corporation of the Township of South Frontenac, be given first and second reading this 3 day of March, 2015.
