Council Meeting

THAT the Council meeting of November 4, 2014 be called to order at 7:00 p.m.

THAT a public meeting be held to discuss planning matters related to: • A Proposal to name a private lane, Part Lots 21 & 22, Concession XII, Loughborough District • Zoning By-law Amendment, Part of Lots 13, 14 and 15, Concession VIII, Bedford District

THAT an opportunity having been provided the public meeting be closed.

THAT the minutes of the October 7, 2014 Council meeting be approved.

THAT Council support AMO's position on Double Hatters' Rights and request the Province of Ontario to amend the Fire Protection and Prevention Act, 1997 with respect to salaried firefighters who also work as volunteer firefighters, such that if a person is denied membership in an association of firefighters, is expelled or disciplined by the association or engage in reasonable dissent within the association in connection with this kind of dual role, the association is not permitted to require the employer to refuse to employ the person as a salaried firefighter, terminate his or her employment as a salaried firefighter or refuse to assign the person to fire protection services. AND THAT this resolution of support be forwarded to the Premier and AMO.

McPhail THAT Council receives for information the Accounts Payable and Payroll Listing dated November 4, 2014 in the amount of $1,651,161.74.

McPhail THAT Council receive the Planning Report dated October 30, 2014 and forward the report and all attachments to the County of Frontenac as representing the Township's conditions of draft plan approval for the Applewood Plan of Condominium comprising twenty-two residential units.

McPhail THAT Council receives for information the minutes of the following committees: • Portland District Recreation meeting of August 25, 2014 • Loughborough District Recreation meeting held September 29, 2014 • Portland District and Area Heritage Society meeting held October 15, 2014

McPhail THAT the following by-laws be given first and second reading: • By-law 2014-64 • By-law 2014-65 • By-law 2014-66 • By-law 2014-67

McPhail THAT By-law 2014-64, being a by-law to approve the naming of an existing private lane to Kismet Lane: Part Lots 21 & 22, Concession XII, District of Loughborough, be given third reading, signed and sealed.

McPhail THAT By-law 2014-65, being a by-law to amend By-law 2003-75, as amended, to change the wording in the Special Recreational Resort Commercial Zone (RRC-32); to rezone land from Special Recreational Resort Commercial Zone (RRC-32) to Special Recreational Resort Commercial Zone ( RR Land from Waste Disposal Zone (WD) to Rural Zone (RU): Part Lots 13, 14, & 15, Concession VIII, District of Bedford, be given third reading, signed and sealed.

McDougall THAT By-law 2014-67, being a by-law to amend By-law 2000-85, the Official Plan for the Township of South Frontenac, as amended, to change the designation on Schedule "A" Land Use Plan as it relates to Part Lot 2, Concession VIII, District of Portland, be given third reading, signed and sealed.

McDougall THAT By-law 2014-68, being a by-law to confirm generally previous actions of the Council of the Township of South Frontenac, be given third reading, signed and sealed this 4 day of November 2014.
