Council Meeting

THAT the Council meeting of July 8, 2014 be called to order at 6:00 p.m.

THAT the Council meeting of July 8, 2014 move "in- camera" to discuss matters related to personnel and property matters.

THAT Council approves the 2013 Financial Statements for the Township of South Frontenac as prepared by Allan Chartered Accountants.

THAT a public meeting be held to discuss planning matters related to: • Development Charges Study • Zoning By-law Amendment in Part of Lot 16, Concession X, Loughborough • Zoning By-law Amendment in Part of Lots 19 and 20, Concession III, Bedford District • Zoning By-law Amendment in Part of Lot 20, Concession III, Bedford District

THAT an opportunity having been provided that the public meeting be closed.

THAT Council approves the minutes of the June 10, 2014 and the June 24, 2014 Committee of the Whole meetings.

McDougall THAT Council receive the Planning Report dated June 26, 2014 and forward the report and all attachments to the County of Frontenac as representing the Township's conditions of draft plan approval for the Cranberry Cove plan of condominium.

THAT Council endorse the Arena Board's recommendations: inform the Board of its decision and direct staff to proceed with implementation.

THAT Council approve the recommendation to vest the property under Roll # 1029 080 040 02100 0000; AND THAT Council authorize the write off of the current outstanding balance on this tax roll and fund the Township's share from the tax allowance for doubtful accounts; AND THAT Council authorize the cleanup and environmental assessment of the property in 2014 with an upset limit of $50,000.00 and that this expense be financed through the Working Fund Reserve.

McDougall THAT Council approve the attached financial plan for the years 2014 to 2020 for Sydenham Water Plant.

McDougall THAT Council consider closing only the west half (10 metre width) of the road allowance dividing Concessions IV and V, Lot 25, Bedford District along the east side of the subject lot.

THAT Council receives for information the minutes of the following Committee meetings: • Verona Community Association meeting held April 9, 2014 • Verona Community Association meeting held May 14, 2014 • Portland District and Area Heritage Society meeting held June 18, 2014 • Storrington District Recreation Committee meeting held May 26, 2014 • Public Services Committee meeting held May 20, 2014

THAT the following by-laws be given first and second reading: • 2014-41 • 2014-42 • 2014-43 • 2014-44 • 2014-45

THAT By-law 2014-28, being a by-law to amend By-law 2003-75, as amended, to rezone lands from Special Urban Commercial Zone (UC-21) and Special Urban Industrial Zone (UI-5) to Special Urban Commercial Zone (UC-25), Part Lot 19, Concession II, Storrington District, be given third reading signed and sealed.

THAT By-law 2014-41, being a by-law to amend By-law 2003-75, as amended, to rezone lands from Rural (RU) Zone to Waterfront Residential (RW) Zone and Special Waterfront Residential Zone (RW-36); Part Lot 16, Concession X, Loughborough District, be given third reading, signed and sealed.

THAT By-law 2014-42, being a by-law to amend By-.law 2003-75, as amended, to rezone lands from Special Urban Commercial Zone (UC-23) to Urban Residential-First Density Zone (UR-1), Part Lot 20, Concession III, District of Storrington, be given third reading, signed and sealed.

THAT By-law 2014-43, being a by-law to amend By-law 2003-75 as amended, to rezone lands from Rural Zone (RU) to Limited Service-Waterfront Residential Zone (RLSW); Part Lots 19 and 20, Concession III, Bedford District, be given third reading, signed and sealed.

THAT By-law 2014-44, being a by-law to transfer tax sale surplus funds received out of court in the allowance for doubtful accounts, be given third reading, signed and sealed.

THAT By-law 2014-45, being a by-law to amend By-law 2003-75, as amended, to rezone lands from Special Urban Commercial Zone (UC-21) and Special Urban Industrial Zone (UI-5) to Urban Residential-First Density Zone (UR1). Part Lot 19, Concession II, District of Storrington, be given third reading, signed and sealed.

THAT By-law 2014-46, being a by-law to confirm generally previous actions of the Council of the Township of South Frontenac be given first and second reading this 8th day of July, 2014.
