Council Meeting

THAT the Council meeting of February 4th, 2014 be convened at 7:00 p.m.

THAT a public meeting be held to discuss planning matters related to: • Proposed Zoning By-law Amendment in Part of Lot 10, Concession XI, Loughborough District • Proposed Zoning By-law Amendment in Part of Lot 25, Concession X, Storrington District

THAT an opportunity having been provided the public meeting be closed.

THAT the Council meeting minutes of January 21st, 2014 be approved as amended.

THAT Council approve the Community Project Grants policy.

THAT Council authorize the CAO to enter into an agreement with Paymentus to offer credit card payment processing for the Township.

THAT Council appoint Councillor Pat Barr to the Seniors Housing Task Force as established by the County of Frontenac.

THAT Council supports the intent of the Resolution on Joint and Several Liability put forward by Randy Pettapiece MPP.

McPhail THAT Council receive for information the Accounts Payable and Payroll Listing dated February 4th, 2014 in the amount of $749,997.21.

McPhail THAT Council supports the change in the timing of the Commercial, Industrial and mixed assessment final billing and that this change be incorporated within the tax levy by-law.

McPhail THAT Council approves the bid of Smiths Construction Company for the Tender PW 2014-01, 2014 Surface Treatment Program in the amount of $626,653.93, including applicable taxes.

McPhail THAT Council receives for information the minutes of the following committee meetings: • Portland District Recreation meeting held November 25th, 2013 • Loughborough District Recreation meeting held November 25th, 2013 • Public Services meeting held November 26th, 2013

McPhail THAT the following by-laws be given first and second reading: • 2014-06 • 2014-08 • 2014-09 • 2014-10 • 2014-11

McDougall THAT By-law 2014-08, being a by-law to provide for an interim tax levy: payment of taxes: to provide for penalty and interest of 1.25% on tax arrears per month, be given third reading signed and sealed.

McDougall THAT By-law 2014-10, being a by-law to amend By-law 2003-75, as amended, to rezone lands from Rural Zone (RU) to Waterfront Residential Zone (RW); Part Lot 25, Concession X, be given third reading, signed and sealed.

McDougall THAT By-law 2014-12, being a by-law to confirm generally previous actions of the Council of the Corporation of the Township of South Frontenac be given first and second reading this 4th day of February 2014.

McDougall THAT the Council meeting of February 4th, 2014 be adjourned at 7:44 p.m.
