Council Meeting

THAT the Council meeting of October 1st, 2013 be convened at 7:00 p.m.

THAT a public meeting be held to discuss. planning matters related to: • Application for a Zoning By-law Amendment in Part of Lot 20 and 21, Concession IX, Storrington District • Application for Zoning By-law Amendment in Part of Lot 2, Concession II, Loughborough District

THAT an opportunity having been provided that the public meeting be closed.

THAT Council approve the minutes of the following Council meetings: • June 4th, 2013 • September 3rd, 2013 • September 17th, 2013

THAT the minutes of the September 10th, 2013 Committee of the Whole Meeting be approved.

THAT the document entitled "Avoiding a Municipal Insurance Crisis" prepared by Frank Cowan Company be received and that staff be directed to forward a letter to Premier Kathleen Wynne and Attorney General John Gerretsen expressing the Township's concerns with the overwhelming costs of litigation and awards.

THAT Council adopt the recommendation of the Corporate Services Committee to move to electronic agendas exclusively for the next term of Council and that $6000.00 be allocated in the 2014 budget to support the purchase of ipads for each member of Council.

THAT Council receives for information the Accounts Payable and Payroll Listing for the period ending October 1st, 2013 in the amount of $2,246,545.67.

THAT Council approves the recommendation to vest the property under roll #1029 040 010 19730 0000; and THAT Council authorize the write off of the current outstanding balance on this tax roll and fund the Township's share from the tax allowance for doubtful accounts.

THAT Council approve the bid received from RV Anderson Associates for $27,500.0 plus HST.

McDougall THAT Council award the Website redevelopment to eSolutions in the amount of $19,700.00 plus HST.

McDougall THAT the following by-laws be given first and second reading: • By-law 2013-62 • By-law 2013-63 • By-law 2013-64

THAT By-law 2013-63, being a by-law to amend By-law 2003-75, as amended, to rezone lands from Special Recreational Resort Commercial Zone (RRC-15) to Special Recreational Resort Commercial Zone (RRC-62), and to reduce the number of permitted units in the Recreational Resort Commercial Zone (RRC-15); Part Lots 20 & 21, Concession IX, District of Storrington, be given third reading signed and sealed.

THAT By-law 2013-64, being a by-law to assume as common and public highway certain lands in the Township of South Frontenac, be given third reading, signed and sealed.

THAT By-law 2013-65, being a by-law to confirm generally previous actions of the Council of the Corporation of the Township of South Frontenac, be given third reading, signed and sealed this 1st day of October 2013.

THAT the Council meeting of October 1st, 2013 be adjourned at 7:40 p.m.
