Council Meeting

THAT the Council meeting of September 3rd, 2013 be convened at 7:00 p.m.

THAT a public meeting be held to discuss planning matters related to: • Proposed Zoning By-law Amendment Z-13/13, Concession XIII, Part of Lot 20, Bedford District

THAT an opportunity having been provided, that the public meeting be closed.

THAT Council approves the minutes of the August 6th, 2013 Council meeting.

THAT Council suspend procedural rule 2.6(g) of By-law 2007-83, as amended, to allow a Notice of motion for the purposes of reconsideration, to be

THAT Council reconsider the decision made on August 6, 2013, under Agenda Item #9(f), to defeat the awarding of the snow plow tenders.

THAT Council approves the bid provided by K. Mulrooney Trucking Ltd. for Tender #2013-14, snow plowing and sanding/salting for the Townships arterial roads.

THAT Council receives for information the listing of Accounts Payable and Payroll for the period ending September 3, 2013 in the amount of $2,610,365.68.

THAT in consideration that the private firms contacted to supply the services of an ongoing Risk Management Officer cannot provide the service as cost effectively as the CRCA can, using their proposed regional risk management office approach, the Council of the Corporation of the Township of South Frontenac agrees to utilize the services of the Cataraqui Region Conservation Authority based on their Municipal Cost Sharing Concept Chart dated August 14, 2013.

THAT Council extend the current contractual agreements for Garbage and Recycling collection to approximately September 1, 2015.

McPhail THAT Council direct staff to prepare the preliminary 2014 capital operating budgets with a target increase in the Townships levy of 3%.

THAT Council adopt the Bereavement Donations Policy as recommended by the Corporate Services Committee.

THAT Council receives for information the minutes of the following committee meetings: • South Frontenac Recreation Committee meeting held June 17, 2013 • Public Services Committee meeting held June 18, 2013 • Corporate Services Committee meeting held July 10, 2013

McDougall THAT the following by-laws be given first and second reading: • 2013-55 • 2013-56 • 2013-57 • 2013-58 • 2013-59

McDougall THAT By-law 2013-58, being a by-law to authorize the Mayor and the Clerk to execute a Site Plan Agreement between the Corporation of the Township of South Frontenac and Johanna Burrows, be given third reading signed and sealed.

THAT By-law 2013-59, being a by-law to authorize an extension agreement with Eugenio Montemurro pursuant to Section 378 of the Municipal Act, 2001, be given third reading signed and sealed.

THAT By-law 2013-60, being a by-law to confirm generally previous actions of the Council of the Corporation of the Township of South Frontenac, be given first and second reading this 3rd day of September 2013.

THAT By-law 2013-60, being a by-law to confirm generally previous actions of the Council of the Corporation of the Township of South Frontenac be given third reading, signed and sealed this 3rd day of September 2013.

THAT the Council meeting of September 3rd, 2013 be adjourned at 8:48 p.m.
